Water undertaker as appointed under section 6 of the Water Industry Act 1991 (as amended): South East Water Limited, with registered number 02679874 (hereinafter called ‘the Company’).

Assets affected:

  • All water company assets covered by regulation 27 risk assessment reports.

Details of this Notice:

  1. This Notice is served on the Company by the Drinking Water Inspectorate on behalf of the Secretary of State, under regulation 27(4) of the Water Supply (Water Quality) Regulations 2016 (as amended) for the assets listed above, for risks associated with the company risk assessment system.

Requirements:

  1. The Company are required to satisfy the following:

(a) Carry out a risk assessment:

  1. Not applicable.

(b) Review of a risk assessment:

Carry out a review of the risk assessment management system and introduce proactive measures to identify risks without the sole reliance on sampling analysis results:

  1. Define hazardous events requirement for set up of the database.
    Date by which requirement must be satisfied: 31 March 2024.
  2. Database updated to allow for inclusion of hazardous events.
    Date by which requirement must be satisfied: 31 January 2025.
  3. Develop hazardous events, including risk assessment and scoring matrix and begin to carry out risk assessments for hazardous events for each:
    1. Treatment stage
      Date by which requirement by be satisfied: 30 June 2024
    2. Catchment stage
      Date by which requirement by be satisfied: 31 August 2024
    3. Storage stage
      Date by which requirement by be satisfied: 30 September 2024
    4. Distribution stage
      Date by which requirement by be satisfied: 31 December 2024
    5. Consumer stage
      Date by which requirement by be satisfied: 31 December 2024
  4. Establish a link between the water safety planning (WSP) system and Asset Planning/Investment system.
    Date by which requirement must be satisfied: 31 January 2025
  5. Introduction of formalised reporting system for Water Quality issues identified in the field, including training of staff.
    Date by which requirement must be satisfied: 31 January 2025
  6. Update WSP Methodology to reflect changes made in (b)1,2 and 3.
    Date by which requirement must be satisfied: 31 January 2025

(c) Reporting:

  1. Submit updated risk assessments for treatment stages.
    Date by which requirement must be satisfied: From 31 August 2024
  2. Submit updated risk assessments for catchment stages.
    Date by which requirement must be satisfied: From 31 October 2024
  3. Submit updated risk assessments for storage stages.
    Date by which requirement must be satisfied: From 30 November 2024
  4. Submit updated risk assessments for distribution stages.
    Date by which requirement must be satisfied: From 28 February 2025
  5. Submit updated risk assessments for consumer stages.
    Date by which requirement must be satisfied: From 28 February 2025
  6. Submit the revised risk assessments as outlined in section 1 and 2, accompanied by a Board level Director sign-off.
    Date by which requirement must be satisfied: 31 October 2025
