NOTICE UNDER REGULATION 28(4)
SOUTH STAFFS WATER: Seedy Mills WTW AMP7 upgrade

THE SECRETARY OF STATE:
- has on 11 September 2018 received a report from SOUTH STAFFS WATER(the “Company”) dated 11 September 2018 (the “Report”) which states that there is or has been a significant risk of supplying water from Seedy Mill WTW that could be unwholesome.
- GIVES NOTICE to the Company under regulation 28(4) of the Water Supply (Water Quality) Regulations 2016 (as amended) that it must satisfy the following requirements:
For risks associated with:
- Total trihalomethanes
- Disinfection by-products
- Customer acceptability contacts
Requirements
(a) to maintain the following measure[s] for the period specified [in each case]
- Operation of Seedy Mill WTW in accordance with Company policy, procedures and to internally agreed process parameters.
Date: For the duration of the notice. - Proactive management of Seedy Mill WTW and network to minimise formation of disinfection by-products
Date: For the duration of the notice. - Ongoing monitoring of regulatory and operational sample results, on line data including disinfectant levels. Enhanced monitoring for disinfection by-products in the network with trigger values.
Date: For the duration of the notice. - Monitor and track trends for customer acceptability contacts.
Date: For the duration of the notice. - Optimise the treatment processes to improve removal of organic carbon and to minimise concentrations of manganese, iron and aluminium entering the supply network.
Date: For the duration of the notice.
(b) to [review, revise and/or make operational] the following measure[s], by the date specified below:
- Confirm appropriateness of identified solution
Date: Complete - Complete the planning, design and procurement arrangements for the construction of an additional filtration stage or agreed solution
Date: Complete - Complete the construction, installation and commissioning of an additional filtration stage or agreed solution
Date: Complete - Confirm need and if appropriate the arrangements for refurbishment of the existing clarification and filtration stages at Seedy Mill WTW.

(c) to audit whether the measures have been effective by the following means:

- Provide a progress report annually

Date: Within 1 month of a revision - Submit a report in the event that any completed measures of this Notice need to be altered in any way, for any reason.

Failure by the Company to comply with this Notice may result in enforcement proceedings under section 18 of the Act.
