Notice of Regulation: Brede and Beauport Water Supply Works

NOTICE UNDER REGULATION 28(4)

SOUTHERN WATER SERVICES LTD: Brede and Beauport Water Supply Works

THE SECRETARY OF STATE:

  1. has received a report from Southern Water Services Ltd (the “Company”) dated 19 November 2018 (the “Report”) which states that there is or has been a significant risk of supplying water from Brede Treatment Works and Beauport Treatment Works that could constitute a potential danger to human health.
  2. GIVES NOTICE to the Company under Regulation 28(4) of the Water Supply (Water Quality) Regulations 2016 (as amended) that it must satisfy the following requirements:

For risks associated with:

  • Clostridium Perfringens
  • Cryptosporidium
  • E.coli
  • Enterococci
  • Manganese
  • Total Coliforms
  • Turbidity

Requirements

(a) to maintain the following measures for the period specified in each case:

  1. Maintain and operate existing works treatment in accordance with Company standards.
    Date: Ongoing for the duration of the notice.
  2. Liaise with Public Health England and local authorities in the event of any breach of a health based standard.
    Date: Ongoing for the duration of the notice.
  3. Ensure regular checks of the RGFs.
    Date: Ongoing for the duration of the notice.

(b) to review, revise and/or make operational the following measures, by the dates specified below:

Beauport WSW

  1. Ensure Filsham UGS rising main is disconnected from raw water main.
    Date: 31 March 2023
  2. Replace autocoagulation units.
    Date: 31 March 2023
  3. Implement process improvement to ensure washwater return from the RGFs and Kalsep microfiltration plant are compliant with Badenoch and Bouchier.
    Date: 31 March 2023
  4. Complete review of polyacrylamide dosing system and implement required improvements.
    Date: 31 March 2025
  5. Review operation of the RGFs and implement improvements to ensure that their operation is compliant with Badenoch and Bouchier.
    Date: 31 March 2025

Brede WSW

  1. Install backflow prevention on clear water tank emergency overflow.
    Date: 31 March 2021
  2. Review current cryptosporidium monitoring requirements post UV installation and implement recommendations.
    Date: 31 March 2021
  3. Complete SEMD review of non-production well and implement improvements.
    Date: 31 March 2021
  4. Review requirement for online turbidity monitoring to raw water and install instruments as required.
    Date: 30 July 2021
  5. Review turbidity monitoring on the outlet of the secondary filters and implement improvements.
    Date: 26 August 2021
  6. Carry out a review of the existing treated water run to waste arrangement and implement improvements identified.
    Date: 26 August 2021
  7. Review the existing sampling arrangements and implement the improvements required.
    Date: 31 March 2022
  8. Review the condition of the filter structures and media and refurbish / renew as required.
    Date: 31 March 2025
  9. Review the condition and operation of the sodium hydroxide dosing system and implement the improvements required to increase resilience.
    Date: 31 March 2025
  10. Implement pipework and control modifications to ensure that operation of the filters complies with Badenoch and Bouchier.
    Date: 31 March 2025
  11. Review current operation of filter backwash pumps and implement improvements identified to meet Badenoch and Bouchier.
    Date: 31 March 2025

c) to audit whether the measures have been effective by the following means:

  1. Develop an audit strategy to audit the effectiveness of the actions being delivered and keep under continuous review.
    Date: Within 3 months of submission of the notice
  2. Implement the audit strategy developed in (c)1.
    Date: For the duration of the Notice.

(d) not to supply water for Regulation 4(1) purposes from Brede Treatment Works and Beauport Treatment Works

Not applicable.

(e) to provide the following information in the time and manner specified below to enable monitoring of progress towards the mitigation of the risk of supplying water that would constitute a potential danger to human health:

  1. Provide a progress against the following milestones:
    • Submit the audit strategy.
      Date: Within four months of submitting the notice
    • Completion of treatment works upgrades due at Brede WSW in 2021.
      Date: 30 September 2021
    • Completion of treatment works upgrades due at Beauport WSW in 2023.
      Date: 30 April 2023
    • Completion of treatment works upgrades due at Beauport WSW in 2025.
      Date: 30 April 2025
    • Completion of treatment works upgrades due at Brede WSW in 2025.
      Date: 30 April 2025
  2. Review the risk assessment for Brede WSW and Beauport WSW as required by Regulation 27(3) and subsequently submit a revised Regulation 28 report accompanied by a signed board level declaration.
    Date: As required and within 2 months of the completion of all work/ measures in section (b).
  3. Submit a satisfactory completion report
    Date: 30 April 2026

Failure by the Company to comply with this Notice may result in enforcement proceedings under section 18 of the Act.
