Severn Trent Water Limited – Boughton (Chester) WTW/Telemetry Upgrades

Acceptance Notice:
The Drinking Water Inspectorate, on behalf of the Secretary of State for Environment, Food and Rural Affairs:
- Is satisfied that Severn Trent Water Limited “the company” in supplying water from Boughton (Chester) water treatment works is currently unable to store the last five years of data from electronic monitoring to the specified resolution, where this is carried out for regulatory purposes, in contravention of regulation 34(1) of the Water Supply (Water Quality) Regulations 2016 (as amended).
- Has notified the Company on 18 February 2025 that the Secretary of State is considering making in relation to the company an enforcement order under Section 18 of the Act.
- Notes that the Company has on 17 March 2025 given a new undertaking under Section 19 (1) (b) of the Act, to take the following steps by the dates shown.
Steps to be taken:
- Operate Boughton water treatment works in accordance with site specific policy, standards, and procedures, aligning with standards of good practice.
Date: Ongoing for the duration of the Undertaking - Operate all relevant processes within operating ranges for the site with appropriate triggers, responses, and contingency procedures as required.
Date: Ongoing for the duration of the Undertaking - Ensure works control and shutdown system is operated in accordance with site policy and that monitors are calibrated and maintained at their designated frequencies.
Date: Ongoing for the duration of the Undertaking - Maintain contingency plans (including liaison with relevant stakeholders as appropriate) to protect human health.
Date: Ongoing for the duration of the Undertaking - Step from Schedule of works Complete the following measures as part of the commissioning of the technical solutions identified in measures 3(e) to 3(r). The commissioning shall include the:
- An appropriate maintenance regime for any installed process.
- Full integration of the new (or modified) processes into the site control and monitoring systems.
- Updating the Site-Specific Disinfection Policy and any associated site-specific procedures.
- Updating of the Site Operating Manual and removal of all relevant out-of-date material.
- Provision of adequate training for all relevant personnel on the operation, repair, and maintenance of the relevant installed (or modified) process and revised procedures, policies, and manual.
Date: Ongoing for the duration of the Undertaking
- Continue to monitor treatment processes for a period of 12 months following commissioning of the final work associated with the telemetry installations to demonstrate their effectiveness. Date: 30 June 2027

- Submit a report confirming the completion of the installation and commissioning of the site’s new fibre network.

Date: 31 January 2026 - Submit a report confirming the completion of the installation and commissioning of the Sludge programmable logic controller.
Date: 28 February 2026 - Submit a report confirming the completion of the installation and commissioning of the Lime Tower programmable logic controller.
Date: 28 February 2026 - Submit a report confirming the completion of the installation and commissioning of the DAF programmable logic controller.
Date: 31 January 2026 - Submit a report confirming the completion of the installation and commissioning of the Alum Dosing programmable logic controller. Date: 31 March 2026
- Submit a report confirming the completion of the installation and commissioning of the Caustic Dosing programmable logic controller. Date: 31 March 2026
- Submit a report confirming the completion of the installation and commissioning of the Final Pumps programmable logic controller. Date: 31 March 2026
- Submit a report confirming the completion of the installation and commissioning of the SCADA migration. Date: 31 May 2026
- Submit a report confirming the completion of the installation and commissioning of the Washwater programmable logic controller. Date: 31 January 2026
- Submit a report confirming the completion of the installation and commissioning of the GAC filters programmable logic controller. Date: 28 February 2026
- Submit a report confirming the completion of the installation and commissioning of the RGF filters programmable logic controller. Date: 28 February 2026
- Submit a report confirming the completion of the installation and commissioning of the East Pump House programmable logic controller. Date: 31 January 2026
- Submit a report confirming the completion of the installation and commissioning of the Carbon House, sludge poly and Old Sludge Press House combined programmable logic controller. Date: 28 February 2026
- Provide a final report to the Inspectorate on the efficacy of the steps taken as part of this undertaking. Include, as evidence of closure for this scheme, appropriate documentation to confirm that the actions set out in this Schedule of Work have been completed satisfactorily.

Further Details of this Acceptance Notice:
- The Secretary of State is satisfied that Severn Trent Water Limited has given and is complying with an undertaking to take all such steps as appear to the Secretary of State for the time being to be appropriate to secure or facilitate compliance with the requirement of regulation 4(2)(c) of the Water Supply (Water Quality) Regulations 2016 (as amended).
