Water undertaker as appointed under section 6 of the Water Industry Act 1991 (as amended): Leep Networks (Water) Limited, with registered number 06021063 (hereinafter called ‘the Company’).

Assets affected:

All water quality zones listed in Annex 1.

Details of this Notice:

  • This Notice is served on the Company by the Drinking Water Inspectorate on behalf of the Secretary of State, under regulation 27(4) of the Water Supply (Water Quality) Regulations 2016 (as amended) for the assets listed above, for risks associated with:
  • Drinking water safety plan processes, procedures, and documentation.
  • Drinking water safety plan training.
  • Drinking water safety plan scoring.
  • All risks in Schedules 1 and 2 of the Water Supply (Water Quality) Regulations 2016 (as amended).
  • All risks assessed under regulation 4 of the Water Supply (Water Quality) Regulations 2016 (as amended).

Requirements:

  • The Company is required to satisfy the following:

(a) Review of a risk assessment:

  • Carry out a review of all of the risk assessments submitted to the Inspectorate under regulation 28(1), for the assets listed in Annex 1. This will include;
  • Stage and asset definition.
  • Expansion of hazardous event and hazards lists to include;
  • All regulatory parameters and those which are assessed to comply with regulation 4.
  • Hazardous events and hazards associated with new mains connections and developments.
  • Hazardous events associated with consumer properties and plumbing.
  • Inclusion of chlorate in the drinking water safety plan.
  • Inclusion of PFAS in the drinking water safety plan.
  • Inclusion of Cryptosporidium spp. At all stages.

  • Review current DWSP methodology to identify gaps in processes including capture of all hazard and hazardous event identification, asset data, risk scoring, application of DWI categories, control and verification and documentation.

  • Taking the outcome of the step above, revise and update methodology and ensure all aspects of DWSP best practice are included.
  • Trigger points for DWSP update and review.
  • Hazard ID creation.
  • Monthly and annual submission content.
  • Review process for methodology and DWSP content.
  • Sign off process for methodology and DWSP content.
  • Submission process for methodology and DWSP content.
  • Communication and data sharing with bulk suppliers.

  • Fully document the process and procedures associated with the risk assessment process, developing additional processes and procedures for drinking water safety plans including:
  • Develop processes and procedures to ensure that water quality risk is assessed proactively as part of the drinking water safety plan approach and is not scored just on samples results.
  • Determine risk scores before sites go live, so sites do not require an information gathering period in order to be scored once live.
  • Develop a process for carrying forward risks, including those from bulk supply water.
  • Develop a process for using DWI categories, and detail why categories are not used if they are not used. Provide specific detail for category X.
  • Develop a minimum review frequency for each stage and for the methodology document.
  • Risk assessment process for private water supplies which fall or may fall under regulation 8 of The Private Water Supplies (England) Regulations 2016 (as amended).

  • As part of the update to the risk assessment methodology, develop an internal audit and assurance process for approval, sign off and submission of the regulation 28 risk assessment reporting, the DWSP methodology and all associated processes.

  • Implement training and competency approach that can be used by the Company to upskill all relevant personnel, to include;
  • Development of training material.
  • Development of a competency requirements matrix.
  • Development of a procedure, detailing how assessments of competency are undertaken, how sign off occurs and the validity.

  • Submit the revised or new risk assessments (as appropriate) as outlined in section a, accompanied by a Board level Director sign-off.
