Notice of Regulation: Mosswood Water Treatment Works – Disinfection

THE WATER SUPPLY (WATER QUALITY) REGULATIONS 2016 (AS AMENDED)

Has received a report from NORTHUMBRIAN WATER (the “Company”) dated 11 March 2019 (the “Report”) which states that there is or has been a significant risk of supplying water from Mosswood WTW that has been identified as a potential danger to human health.
GIVES NOTICE to the Company under regulation 28(4) of the Water Supply (Water Quality) Regulations 2016 (as amended) that it must satisfy the following requirements:

Operation of Mosswood WTW in accordance with Company policy, procedures and to internally agreed process parameters.
Date: Ongoing for the duration of notice
Proactive management of Mosswood WTW and network to minimise the risk to disinfection.
Date: Ongoing for the duration of notice
Ongoing monitoring of regulatory and operational sample results, on line data for disinfection parameters.

Confirm appropriateness of identified solution.

Complete the planning, design and procurement arrangements for the construction of an additional Ultraviolet filtration stage or other agreed solution.
Date: 31st December 2020
Complete the construction, installation and commissioning of an additional Ultraviolet filtration stage or agreed solution.
Date: 31st December 2022
Confirm need and if appropriate the arrangements for cleaning / refurbishment of the existing Contact Tank at Mosswood WTW.
Date: 30th April 2020
Investigate the turbidity issues at Mosswood WTW and provide a report with evidence to demonstrate compliance with Regulation 26 including root cause and any further mitigation required.

Complete and commission further mitigation identified in step (b) 5.

Design and keep under continuous review an audit strategy to confirm the effectiveness of the measures delivered in parts (a) and (b).

Failure by the Company to comply with this Notice may result in enforcement proceedings under section 18 of the Act.
